Új korszak az antiszemita incidensekről való közbeszédben
Elindította antiszemitizmus-monitoring programját a Tett és Védelem Alapítvány. Kilenc regisztrált antiszemita cselekmény májusban. Az Alapítvány ingyenes forródrótot is működtet az antiszemita incidensek bejelentésére.
Budapest – Megjelent a 2012-ben, Köves Slomó kezdeményezésére létrehozott Tett és Védelem Alapítvány (TEV) első, havi (2013. május) antiszemitizmus-monitoring jelentése. Ezzel útjára indult az a program, amelynek keretében egy független, civil szerveződés elsőként ad havi rendszerességgel, átfogó képet – nemzetközileg elfogadott szakmai normák mentén – a magyarországi antiszemitizmus helyzetéről.
Antiszemitizmus monitoring nemzetközi módszerek alapján
Az antiszemita gyűlöletcselekmények monitorozását a TEV által életre hívott Brüsszel Intézet, az Európai Biztonsági és Együttműködési Szervezet (EBESZ) által kidolgozott és javasolt módszerek alapján végzi. Az Intézet, a monitoring munka során, az antiszemita jelenségeket különböző, standardizált források által nyújtott információk alapján rögzíti és elemzi. Az incidenseket hét különböző kategóriába soroló monitoring munka forrásai többek között: az Intézet saját Kutatási és incidenskövetési csoportjának forrásai, a sajtóban és a közmédiában fellelhető információk, valamint a kormányzati szervekkel kötött megállapodás keretében lehetőség nyílik a bírósági, a bűnügyi és egyéb államigazgatási területek adatbázisaiban fellelhető releváns adatok felhasználására is. Az Intézet létrehozta és üzemelteti az 51 00 000 számon elérhető FORRÓDRÓT-ot, melyen antiszemita és zsidóellenes megnyilvánulások bejelentésére nyílik lehetőség.
A 2013-as-2014-es évre szóló kutatási terv a havi rendszeres monitoring-jelentések közzétételén túl magába foglalja egy átfogó, a zsidóságot érintő, kvalitatív és kvantitatív módszereket is alkalmazó kutatást, valamint az egész társadalomra kiterjedő felmérést az antiszemitizmus jelenlegi helyzetével kapcsolatban. A program részét képezi továbbá egy olyan differenciált képzési program kialakítása, mely az állami ügyintézés különböző szintjei és szereplői számára biztosít felkészítést a rasszista és antiszemita jelenségekkel kapcsolatos fellépésről, eljárásokról iskolai és továbbképzés-rendszerű tananyagok formájában. A teljes projekt költsége közel 100 m Ft, melynek finanszírozása megközelítőleg azonos mértékben magánadományokból, pályázatokból és állami hozzájárulásból történik.
A monitoring és a kutatás szakmai bázisa
A Brüsszel Intézet kutatási és monitoring tevékenységének szakmai hátterét, irányítását és felügyeletét, többek között Dr. Kovács András szociológus, a Közép-Európai Egyetem (CEU) professzora és a Magyar Tudományos Akadémia Etnikai-Nemzeti Kisebbségkutató Intézetének tudományos tanácsadója, Dr. Barna Ildikó szociológus, az ELTE TÁTK Társadalomkutatások Módszertana tanszék adjunktusa, valamint Andrew Srulevitch, az amerikai Rágalmazásellenes liga (ADL – Anti Defamation League) Kelet-Európa szakértője adják. Az adatgyűjtésben és kutatásban részt vevő szakemberek korábban önkéntesként, szakszerű irányítás mellett, több éves kutatómunkában szerezték ismereteiket és tapasztalataikat. Az Intézet az alapító TEV révén kiterjedt nemzetközi kapcsolatokkal rendelkezik, mind a téma legnevesebb civil intézményei (ADL – Anti-Defamation League, AJC – American Jewish Committee, CST – Community Security Trust), mind pedig azok agytrösztjei irányában. Így megteremtődik a lehetőség a nemzetközi összehasonlításban is hiteles és pontos kutatási eredmények közzétételére s megnyílik az út a legfontosabb szakmai műhellyé válás útján, tekintve, hogy az Alapítvány megalakulásakor az egyik legfontosabb feladataként fogalmazta meg a hiteles, tudományos megalapozottságú adatszolgáltatást az antiszemitizmus, antiszemita jelenségek s attitűdök tárgykörében. Ez a hiányzó, eddig el nem végzett munka teremthet alapot egy a témát érintő értelmes nemzeti párbeszéd megteremtéséhez.
Összefogás a zsidó közösségek között
A Brüsszel Intézet közösségi felügyeletét az alapító Tett és Védelem Alapítvány kuratóriumában helyet foglaló, a jelentősebb hazai zsidó vallási és kulturális irányzatokat és a civil szférát is megjelenítő kuratóriumi tagok garantálják. A kuratórium tagjai között vannak többek közt Bodnár Dániel, az EMIH vezetőségi tagja, Heisler András, a MAZSIHISZ elnöke és Guba Gergely, a Szim Salom reform közösség elnöke.
Kilenc antiszemita incidens májusban
A Brüsszel Intézet 2013 májusában kilenc antiszemita gyűlölet-cselekményt azonosított. A jelentés a gyűlölet-bűncselekményeket típusok szerint rendezve mutatja be, melyek közül négy esetben gyűlöletbeszédet, három fenyegetést, egy-egy támadást és rongálást rögzítettek.
A monitoringot a Kormány is támogatja
A magyarországi antiszemita jelenségekről és arra adott reakciókról átfogó szakmai elemzést adó monitoring-rendszer kiépítését a magyar kormány is támogatja. Az ezzel kapcsolatos megállapodást 2013. június 27-én írta alá a Brüsszel Intézet és a magyar kormány, mellyel Magyarország egyben teljesíti az EBESZ felé vállalt, ez idáig hiányosan teljesített vállalását is, és összhangban van az EU gyűlöletcselekményekről szóló, 2008/913/IB tanácsi kerethatározatával, valamint a rasszista beszédet az audiovizuális médiaszolgáltatásokban tiltó 2010/13/EU irányelvben megfogalmazottakkal.
A Brüsszel Intézet és a Miniszterelnökség között létrejött megállapodás egyben arra is alapot teremt, hogy a monitoring és kutatási célok maradéktalan teljesítése érdekében lehetőség nyíljon a bírósági, a bűnügyi és egyéb államigazgatási területek adatbázisaiban fellelhető releváns adatok felhasználására. Az állami szerepvállalás indokoltságát még inkább megerősíti, hogy a forrásként használt csatornák sokrétűségében rejlő pontosabb kutatási eredményeken túl, azok következtetései és a szükséges válaszlépések kényszere is konkrétabbakká válhatnak az Állam, így a rendvédelmi szervek, a közoktatás és a jogalkotás számára.

A new era in public discourse on anti-Semitic incidents
Budapest – Action and Protection Foundation has launched its program monitoring anti-Semitism. Nine anti-Semitic hate-crime incidents were registered in May. The Foundation also operates a charge-free hotline for reporting anti-Semitic incidents.
Budapest–Action and Protection Foundation (TEV), established in 2012 on the initiative of Slomó Köves, has published its first monthly report monitoring anti-Semitism (May 2013). This launches a program within the framework of which, for the first time an independent civil association provides a comprehensive monthly overview—in keeping with internationally accepted professional standards—of the status of anti-Semitism in Hungary.
International Methods Applied in Monitoring anti-Semitism
The Brüsszel Intézet (Brussels Institute), founded by TEV, carries out monitoring of anti-Semitic hate crime in accordance with methods worked out and proposed by the Organization for Security and Co-operation in Europe (OSCE). In monitoring anti-Semitic phenomena the Institute records and analyzes them on the basis of information delivered by various standardized sources. The monitoring process, which categorizes incidents into seven different groups, relies on the following sources: the sources of the Institute’s own Research and Incident Monitoring Group, information available in the press and public media, and relevant data to be found in judicial, criminal and other state administrative records in the framework of an agreement with these branches of government. The institute has set up a now operational HOTLINE that can be reached by dialing the number (+36 1) 51 00 000, where incidents of anti-Semitic and anti-Jewish behavior can be reported.
Beyond regular publication of the monthly monitoring reports the research plan for 2013–2014 incorporates a comprehensive research project—using both quantitative and qualitative methods—related to Jewry, as well as a survey regarding the current situation concerning anti-Semitism that encompasses society as a whole. Furthermore, the program also includes the development of a differentiated training program that prepares different levels and participants of the state administration to take action and the appropriate procedure for racist and anti-Semitic phenomena, in the form of teaching materials for curricular and further educational system. The cost of the project as a whole comes close to 100 million HUF, and it is to be financed in approximately even measure through private donations, funding bids and state subsidy.
Expertise in the Background of Monitoring and Research
The Brussels Institute research and monitoring activities are grounded in the professional expertise, leadership and oversight of, among others, the sociologist Dr. András Kovács, professor at Central European University (CEU) and academic consultant of the Institute for the Study of Ethnic-National Minorities at the Hungarian Academy of Sciences, sociologist Dr. Ildikó Barna, assistant professor at ELTE TÁTK’s, Department of Social Research Methodology, and Andrew Srulevitch, East European expert of the Anti Defamation League (ADL), USA. Expert participants in the collection of data and the research project have years of experience as volunteers in research projects under the direction of scientists. The Institute has a broad international contact base through the founding organization TEV, including the most highly recognized civil organizations in the field (ADL – Anti-Defamation League, AJC – American Jewish Committee, CST – Community Security Trust) and its brain trusts. This offers the opportunity for publication of results that are valid and exact even in international comparison and opens the possibility of this becoming the most important scientific workshop in the field, especially considering that the provision of valid, scientifically well grounded data on anti-Semitism, anti-Semitic phenomena and attitudes was set as one of its most important goals by the Foundation at its inception. This undertaking, long overdue but not carried through to date, may eventually provide the grounds for a meaningful national dialogue regarding this field.
Alliance between Jewish Communities
Public oversight of the Brussels Institute is guaranteed by Action and Protection Foundation’s Board of Trustees, with a representation of the major Hungarian Jewish religious and cultural movements, as well as the civil domain. Members of the Board include, among others, Dániel Bodnár, a member of EMIH’s board of directors, András Heisler, president of MAZSIHISZ, and Gergely Guba, president of the Sim Shalom Progressive Jewish Congregation.
Nine Anti-Semitic Incidents in May
The Brussels Institute identified nine anti-Semitic incidents occurring in May 2013. The report presents the hate-crime incidents categorized according to type, and there have been four cases of hate-speech, three criminal threats, and one attack and one vandalism involving criminal damage on record for May.
Monitoring also Supported by the Hungarian Government
The Hungarian government also supports the establishment of the monitoring system that is to provide scientific analytical reports on Hungarian anti-Semitic phenomena as well as the responses given to them. Brussels Institute and the Hungarian government signed an agreement in this regard on 27 June 2013. Hungary thereby discharges the commitment it made to the OSCE, which to date it had only partially met, and acts in line with the EU Council’s Framework decision on combating racism and xenophobia, 2008/913/IB, as well as the message formulated by EU Directive 2010/13/EU banning hate speech in media services.
The agreement between the Brussels Institute and the Prime Minister’s office also prepares the ground for use of relevant data to be found in judicial, criminal and other state-administrative databanks, in order to achieve the highest possible monitoring and research objectives. Besides the greater exactitude of research results to be expected from the use of a wider array of sources, the role of the state in the project is further justified by the more tangible conclusions drawn from the these results and pressure for remedial measures this exerts on the state, that is, the law enforcement authorities, public education bodies and legislature.
